The Randy Bills Scholarship was established in 2012 to celebrate the life of Randy Bills. Randy was a 1977 graduate of Columbia City High School. After graduation he attended a motorcycle industry trade school. He started R&D Motorsports in 1981 with a loan from his parents for $20,000. He was a person involved with the Columbia City community and never failed to provide financial support when there was a need.

Randy retired in South Carolina where he would still buy and sell items on a smaller scale. In 2003 an assailant took his life during an auto transaction. Randy left behind three children, Paul, Emily, and Alexandria. This $500 scholarship will be presented with a plaque from R&D Motorsports at the annual CCHS Honors Convocation.
